The original report, describing the activity “Awareness and mobilisation session on peace and security in the DRC, referral mechanism, and the fight against and protection of drug addiction victims” conducted in Camp Luka, DRC, on July 15th, is written in French. RAPPORT D’ACTIVITE

1. Date : le 15/07/2025
2. Thème : session de sensibilisation et mobilisation sur la paix et la sécurité en RDC, mécanisme de référencement, lutte et protection des victimes de toxicomanie.
3. Contexte et justification

Face à la situation sécuritaire préoccupante que traverse actuellement plusieurs quartiers de camp Luka marquée par la recrudescence de la consommation des stupéfiants et de la délinquance juvénile, il devient impératif d’agir non dans la peur mais avec détermination et responsabilité collectives en réunissant toutes les parties prenantes CBOS UFESAD, les chefs de quartiers Lonzo, Congo, Kinkenda, les représentants du peuple(député provincial), le programme national de lutter contre la toxicomanie.

L’UFESAD fidèle à sa vocation, protection et accompagnement psychosocial auprès des vulnérables a initié cette activité sous le thème susmentionné. Les enquêtes menées sur terrain démontrent que les jeunes toxicomanes sont à la base de l’insécurité dans les quartiers camp Luka : soucieux de perdre cette main d’œuvre, l’UFESAD a noué de partenariat avec des structures spécialisées pour atteindre ses objectifs.

• Objectifs de l’activité
• Sensibiliser la jeunesse : consciente, toxicomane et Kuluna ;
• Interpeller les autorités administratives locales, nationales et internationales ;
• Orienter les jeunes toxicomanes vers un centre d’écoute et de désintoxication ;
• Former 50 jeunes sensibilisateurs pour la promotion de la paix, sécurité et la lutte contre la toxicomanie.
• Démontrer les effets négatifs de la toxicomanie ;
• Informer la communauté le parcours de Just future et ses impacts sur le terrain ;
• Favoriser un climat de paix et de cohésion sans les quartiers.
• Déroulement de l’activité

L’activité s’est déroulé dans une salle du centre susmentionné en présence des chefs des quartiers Lonzo, Congo avec une forte participation de la population cible, animée par le PNLCT sous une ambiance conviviale, empreinte de respect et d’écoute. Elle a pris fin à 13h00 sous une note d’espoir et d’engagement.

Le 16 mai 2025 une activité prévue avec les chefs des quartiers, KINKENDA : LONZO  pour la mise à jour du cahier de  charges  -Rencontre avec le bourgmestre -Assainissement des  artères principales	Chef des quartiers LONZO et KINKENDA  bourgmestre Commandant de la police ciat camp Luka,	Le bourgmestre  autorise  les  chefs du quartier et la police d’évacuer  les vendeurs dans  les artères principales   Autres processus en cours
En date du 15 juillet 025 le CBOS UFESAD  organise  une gde  activité de sensibilisation  sur la paix, sécurité et lutte contre la toxicomanie ayant regroupe la communauté (jeune, délinquants) les	PNLCT CEHAJ 1325 LA REFERENCE DE Nairobi La police	Le PNLCT s’engage à former les formateurs dans la matière et accepte   le référencement  des cibles de la toxicomanie  pour l’écoute et la désintoxication.

2. Theme: Awareness and mobilisation session on peace and security in the DRC, referral mechanism, and the fight against and protection of drug addiction victims.
3. Context and Rationale
   Faced with the concerning security situation currently affecting several neighborhoods in Camp Luka, marked by a resurgence of drug use and juvenile delinquency, it is imperative to act not out of fear but with determination and collective responsibility by bringing together all stakeholders: CBOS UFESAD, the neighborhood chiefs of Lonzo, Congo, and Kinkenda, the people’s representatives (provincial deputy), and the national program to combat drug addiction.

UFESAD, true to its mission of providing protection and psychosocial support to vulnerable populations, initiated this activity under the theme mentioned above. Field investigations demonstrate that young drug addicts are at the root of insecurity in the Camp Luka neighbourhoods. Concerned about losing this workforce, UFESAD has partnered with specialised organisations to achieve its objectives.

Activity Objectives

• Raise awareness among young people: those who are aware of the risks, drug addicts, and members of the Kuluna gangs;
• Engage local, national, and international administrative authorities;
• Refer young drug addicts to a counselling and detoxification centre;
• Train 50 young awareness-raisers to promote peace, security, and combat drug addiction;
• Demonstrate the negative effects of drug addiction.
• Inform the community about Just Future’s work and its impact on the ground.
• Foster a climate of peace and cohesion in the neighbourhoods.

Activity Procedure
The activity took place in a room at the centre mentioned above, in the presence of the heads of the Lonzo and Congo neighbourhoods, with strong participation from the target population. The activity, facilitated by the PNLCT, was conducted in a friendly atmosphere characterised by respect and active listening. It concluded at 1:00 PM on a note of hope and commitment.

The month of April 2025 was dedicated to establishing partnerships with institutions that could help us achieve our objectives: the protection of human rights and the fight against drug addiction, and also to implementing partnership clauses between member associations of the CBOS	PNLCT CNDH  UFESAD ASBL	On July 15, 2025, CBOS UFESAD organised a major awareness-raising activity on peace, security, and the fight against drug addiction, bringing together the community (youth, delinquents) and the PNLCT (National Program for the Fight Against Drug Addiction).
On May 16, 2025, an activity is planned with the neighborhood chiefs of KINKENDA and LONZO for updating the specifications: -Meeting with the mayor -Cleaning of main roads	Local Chiefs of LONZO and KINKENDA neighbourhoods, the Mayor Commander from the police station at Camp Luka	The mayor authorised neighbourhood leaders and the police to remove vendors from the main thoroughfares.
