Is this a bad joke or…?

Guatemala´s President Otto Perez Salina said Saturday he will propose legalizing drugs in Central America, and on top of that he wants to decriminalize the transportation of drugs through the area. If this is true and the guy is serious it is another example of presidential stupidity.
