Health officials in Vancouver, Canada intend to introduce a pilot project for distribution of clean, unused crack pipes to drug users as part of a ”harm reduction” to reduce spread of disease.

It would have been much wiser to reduce the spread of crack, nail the dealers and offer drug free treatment to crack (ab)users.
