According to Charlotte Menten at the Dutch Ministry of Justice, foreign nationals will be banned from Dutch coffee shops in the southern provinces of Limburg, Noord-Brabant and Zeeland as of January 1, 2012.
The same rules will apply for the whole country from 2013.
According to the new set of rules coffee shops will be regarded as private clubs with a maximum of 2 000 members, but only Dutch nationals 18 years old and above.
