For the criminal underworld, legalization of drugs is an extraordinary money-spinner. As soon as any drug is legalized the criminal underworld will be there to compete with governmental drug shops, offering 24/7 service, high quality, no questions asked, sale to minors, and more. There is no way a system with legalization could prevent that.
