Cannabis with 15 percent THC-content or higher should fall under the heading ‘hard drugs’. That is the advice of the Dutch Garretsen-committee, presented to the Dutch ministers Edith Schippers (Health) and Ivo Opstelten (Safety and Justice) today.
Today, the average THC-content in the Netherlands is 18 percent.
