Today the Dutch Minister of Justice, Ivo Opstelten, said coffee shops in three provinces in the south of the country, Noord-Brabant, Limburg and Zeeland, will have to wait until May 1, 2012 to become membership clubs as many local councils have asked for a delay.

Once the new system is introduced Dutch coffee shops will be open only to Dutch citizens. The system is expected to be introduced nationwide in 2013.
