
On 17 June, WFAD held its biennial Congress, where members elected the new Board for the 2026–2028 term.
We are honoured to welcome the newly elected Board. Their leadership, expertise, and commitment will help guide WFAD’s work as we continue advancing our shared mission of strengthening prevention, increasing access to treatment, and promoting recovery worldwide.
WFAD proudly recognises Dr Robert L. DuPont as he transitions from Board Member to Founder and Board Member Emeritus. Dr DuPont’s vision, leadership, and lifelong commitment to drug prevention, treatment, and recovery have been instrumental in shaping the WFAD into a leading global voice for evidence-based drug policy. We thank him for his extraordinary service and dedication, and we look forward to continuing to benefit from his wisdom, guidance, and enduring legacy.

Dr Robert L. DuPont – Founder and Board Member Emeritus
Dr Robert L. DuPont, MD, is a psychiatrist and longtime leader in drug use prevention and treatment in the United States. He served as the first Director of the National Institute on Drug Abuse and the second White House Drug Chief. He is the founding President of the Institute for Behavior and Health, Inc., Vice President of Bensinger, DuPont & Associates, and Clinical Professor of Psychiatry at Georgetown University School of Medicine. Amy Ronshausen – International President
Amy Ronshausen is the Executive Director of Drug Free America Foundation, Inc. and Save Our Society From Drugs (S.O.S.), national nonprofit organisations working to prevent drug use and promote sound drug policies. She has extensive experience in grassroots advocacy, prevention training, policy analysis, drug court programming, and community coalition work. Rogers Kasirye – Vice President & Board Member
Mr Kasirye is the Executive Director of Uganda Youth Development Link. He has extensive experience in drug demand reduction, NGO and community capacity building, and child and youth protection, including advisory and consultancy roles with UNODC and Mentor Foundation UK. He has also contributed to research on substance use, gender and alcohol, and has authored several books and papers. Read full bio here.
Emmanuel Ande Ivorgba – Deputy Member
Dr Emmanuel Ande Ivorgba is an academic, social scientist, and founder of Creative Minds International Academy in Nigeria, with over 20 years of experience in development, community engagement, interfaith dialogue, and peacebuilding. He has authored numerous peer-reviewed articles and holds leadership and academic roles across several institutions, including Global Interfaith University and the United Religions Initiative in West Africa.
Asia
Rima Saade Turk – Board Member
Rima is the Executive Director and International Relations lead of Nusroto Al-Anashid Association and Executive Director of Nusroto Association. She has extensive experience supporting people in prison settings and people affected by drug use, including through rehabilitation services for adults and juveniles. She is also a co-founder of the Asian Federation Against Drugs and has led prevention, awareness, and charitable initiatives in Lebanon and internationally. Read full bio here.
Kok Weng Chew – Deputy Member
Weng Chew is the Executive Director of Singapore Anti-Narcotics Association (SANA), where he works to mobilise communities towards a drug-free Singapore. He has two decades of experience with the Singapore Prison Service, including leadership roles in organisational development, strategic planning, drug rehabilitation, and community reintegration. He is also Chairman of the Asia-Pacific Confederation against Drugs and helped establish SANA as ISSUP’s Singapore Chapter.
Europe
Peter Moilanen – Secretary of the Board & Board Member
Peter Moilanen is based in Stockholm, Sweden, and is Director of the Swedish Drug Policy Center, a think-tank and network working for a humane and restrictive drug policy through analysis, debate, and education. He has extensive experience in civil society, prevention, and drug policy, including previous leadership roles within IOGT-NTO and international development work. Mulka Nisic – Deputy Member
Mulka Nišić is International Relations Officer at Celebrate Recovery, Secretary General of RUN, and a founding member of WFAD’s Global Gender Committee. She has extensive experience in drug policy, addiction recovery, and stigma, advocating for recovery-oriented policies at UN and EU level. She is also a Research Project Officer at the University of Leicester and a doctoral researcher at the University of Derby, focusing on lived experiences of recovery, gendered recovery pathways, recovery capital, and stigma. North America
Carlton Hall – Board Member
Carlton Hall is the President and CEO of Carlton Hall Consulting LLC, where he provides substance use prevention-focused consulting, training, and community problem-solving support. He has over 25 years of experience working with communities, organisations, families, and individuals in the United States and internationally. He previously held leadership roles at CADCA and currently provides executive training and technical assistance through the Southeast PTTC.
Stephanie Armbrister Strutner – Deputy Member
Stephanie Strutner, MPH, is a prevention specialist, consultant, and CEO of the Prevention Alliance of Tennessee. Through Catalyst Evaluation Group, she supports clients with impact measurement, evaluation, and biostatistical and epidemiological analysis. She also serves as a Master Trainer for Community Anti-Drug Coalitions of America and has extensive experience in prevention advocacy, including presenting to Congress, the Tennessee General Assembly, and the UN Commission on Narcotic Drugs.
Latin America
Ivan Alvardo – Board Member
Fernando Iván Alvarado Vega is a Chilean leader in addiction prevention, treatment, rehabilitation, and therapeutic communities. He is President of the Federación Latinoamericana de Comunidades Terapéuticas (FLACT), Asociación Chilena de Comunidades Terapéuticas (ASCHCT), and Comunidad La Roca, as well as Latin America Coordinator for ISAAC. With extensive experience in building national and international networks, he works to strengthen collaborative and people-centred approaches to recovery and rehabilitation across Latin America.
Esteban Wood – Deputy Member
Esteban Wood is an Argentinian journalist and public policy specialist with extensive experience in drug prevention communication, civil society engagement, and public policy. He is Vice Chair of the Vienna NGO Committee on Drugs and country coordinator for CADCA in Argentina. He has also held senior roles in Argentina’s national drug policy agency, SEDRONAR, and led the Municipal Drug Strategy in Chascomús, Buenos Aires. Read full bio here.
Oceania
Shane Varcoe – Board Member
Shane Varcoe is Executive Director of the Dalgarno Institute, an Australian alcohol and other drugs education and prevention organisation. He has over 37 years of experience in youth and community work, education, mentoring, and advocacy, with a focus on demand reduction and primary prevention. He has developed several prevention and education initiatives, authored sector papers, and is an active member of national and international prevention networks. Read full bio here.
Jo Baxter – Deputy Member
Jo Baxter is Executive Director of Drug Free Australia, where she works on capacity building, project management, community development, drug use prevention, and demand reduction. She has over 20 years of experience in the alcohol and drug sector, including leadership roles with Life Education and work with rehabilitation teams. She was a founding WFAD Board Member for Oceania and has contributed to national drug prevention policy advice in Australia. Read full bio here.
